First : get the enterprise version of the ios.(WS-C19/28EEUG)

Second : After upgrading the IOS. To access the Virtual LAN Menu, enter [V]
Virtual LAN at the selection prompt on the Main Menu.
That all what you have to do to start configuring the vlans on the switch.
