Hi,

You could try using a couple of modems back to back at a very low speed.  This may 
work by configuring the telco side to run at 9600 synch or even dropping it to 2400 
baud.

As I understand the bandwidth command it will not change your interface speed.  A dce 
clocking type command may help.  The bandwidth command assists in route costs etc, 
interface management and the like but not varying the interface speed.
