I'm not sure that I understand the question.  When the router is acting as a
TFTP server it is providing a file to other devices on the network.  To
receive a file you would "copy tftp flash", for instance.  It is possible to
copy files into flash other than the IOS (just answer "no" to the erase
flash question during the copy procedure).  Once in flash, those files could
be served back out with the command "tftp-server flash:file" (check syntax).
