What is a good price for a 1605 used? Is it worth adding one to a lab?

If I understand you correctly, you are wanting to use the Public IP
Address you recieve on interface E1 via DHCP as your NATted address
and using overlaod option.

Your config shows that you are using your e0 instead of your e1

I believe that if you change that e0 to e1 your NAT will work
properly.
