don't forget there are the ip, udp and RTP headers as well.

I am told that with the maximum compression (CS-ACELP) the bandwidth you 
need for the voice itself is 8kbps. However, voice packets are relatively 
small so for 40 bytes of payload, you end up with an ip packet that is more 
than 80 bytes (ip, udp and rtp payload). So without RTP compression you 
should foresee 17-18kbps, with RTP compression down to 12kbps pre voice 
channel but this introduces additional delays.
