The boot image is a helper (of conditioner) that more of less tells RAM (the
active thinker- here) where to go for the full IOS image (FLASH, Slot, or
Disk) & finally onto NVRAM for the config.  Boot images are generally a
fraction of the full IOS image size, & have just enough information to get
you to the real image (whether that be image recovery or standard 0x2102
booting).  In your example (7500 series router), the image generally changes
as IOS is upgraded.  Certain IOS upgrades need a different sets of
conditions before they can be loaded into RAM.  An example of this would be
the 2500 series router getting 11.0 ROMs (boot image, firmware, whatever we
want to call it).  If you had a 9.0 boot image in your 2500, it worked
fine...  but, when booting you would get an immediate conflict with the
IP-classless & subnet-zero commands found in NVRAM.  This means nothing in a
home lab scenario, but the in the real word this is somewhat a controllable
(Configuration & Hardware Management) that should be nailed down.  Knowing
that Telco's, ISP's, long haul carriers, & hosts of other weaknesses found
in an Enterprise system...  having the prescribed boot image is somewhat a
"no brain-er."
