Use one of the escrow services.

You win the auction.

You send the money to the escrow service.

The escrow service tells the seller to ship via a courier with web
searchable shipping.

You get the package, inspect it and you are happy.

You tell the escrow to pay the seller.

Everybody's happy.

But there is a fee of course.  Sometimes the seller will split the cost with
you, sometimes not.

also, eBay now has insurance on every transaction, forget the details but
its on their site.
