Who are you asking?  :-)  I said that EIGRP is DV, and Jason said that EIGRP
is the only example of a hybrid protocol, but I don't think anyone said that
EIGRP is the only DV protocol that sends incremental updates.

Off the top of my head, though, I can't think of another one that does. 
AFAIK, RIP v1 and v2, IGRP, and IPX RIP do not do incremental updates.  I
could be wrong, I just don't recall....hmm...let me check something...

Okay, IGRP does support flash updates of changes, but it still sends the
entire routing table every 90 seconds.  RIP v1 and v2 send the entire thing
every 30 seconds.  Without verifying it, I believe that IPX RIP sends the
entire thing every 60 seconds.
