I'm not familiar with tcpdump output to well, what are
these IP address's for (router, pc, etc)

212.137.64.1 , 212.137.46.9 , 146.135.27.10

Can you provide a sanitized config along with a copy
of 'show ip route' and description of topology? It
could be a ip classless or classful issue perhaps or
that device just might not a valid route.
