I've met similar problem before and have solved it now. What I do is:
1. send an e-mail to them to complain about it.
2. call them to tell them the problem. ( you may check the local number of your
country on the web site )
3. they've spent more than 1 month to investigate and then told me that they had a
software bug problem for the transition period from phase II (before Dec 15, 2000) to
phase III (Dec 15, 2000 on wards).
4. then they called me one day and said it was then OK. And I could re-register and
thing went well after that.
