I used to wonder about this as well, until I realized two things. First, in a group like this it's a good idea to have that in your sig to let others know of your progress. Now you know that if you have a question about the CCIE written exam, he's a good person to ask. Second, I've seen many job postings by companies looking for someone who, if not yet a CCIE, has at least passed the written and is working toward the lab. Now, with that being said, if you see someone who couldn't answer a ccna-level question that has "CCIE Candidate" in their sig.....smack them. Smack them like a bad donkey, okay.
