Your log shows you have two channels in use on interface BRI0 ( BRI0:1 and
BRI0:2).  Only one of the channels was down (BRI0:2 is the second channel on
the BRI interface) when the SNMP traffic is crossing the interface.  Later
in the log, it shows the first channel is brought down (BRI0:1).  At this
point, both channels are down and SNMP would have to force one of the two
channels to come back up to be passed assuming SNMP is considered
interesting traffic in your dialer permit statement.
