They do not always need to be fully meshed if you set up route reflectors.
The IBGP "speakers" will pass the information along to the other neighbors.
I almost see it as a DR in OSPF. It will pass all the information of routes
and neighbors along even if there is not a mesh. Sorry if this is not too
detailed, just a rookie in BGP...
