Does it have to be an IP or can it be a DNS name? If a DNS name there's
lots of free IP redirection sites out there like cjb.net, tzo.com, etc.
When they connect the client will update their IP address to their name.

2nd option I can think of is VPN & allow them to have an internal static IP
when connected.
