I see what you're saying. I know DLSW will convert all-routes or
single-route explorers unconditionally into single-route explorers, and I
think this is where I got thrown off. If the route is already known then it
would be non-broadcast to begin with and thus would not need to be
converted, as it is not an explorer. Thus, you would have the broadcast bits
set to 000.
