Hi,
If both of the X25 devices may start X25 sessions, you should add
configurations like below on the routers.
On 3600:
x25 routing
x25 route 91251144 int serial X
x25 route 91261144 IP 10.1.1.2   (XOT 10.1.1.2 on new IOS versions)
On 7500:
x25 routing
x25 route 91261144 int serial Y
x25 route 91251144 IP 10.1.1.1

You may watch the session establishment problems with "debug x25 events"
command on both sides. Look for the originator and the reason code part of
the clear request packet. It will be very useful to determine the problem.
