Hi;

1)    Regarding to RFC 1997 and 1998, the RFC describe the usage of AA:NN
format.
2)    The communitiy is a set of four octet and represent as hex.
3)    The first 2 octetc are the autononus systeerm and the last 2 octets
are an administratively definied identifier.
4)    The default by cisco is NN:AA foramt and decimal.
5)    If you want to use new foramt, enable it in global configuration mode.
By typing the following command
        ip bgp-community new-format.

>From you example:

I guess it is default cisco format
6461 is community identifier.
701 is AS no.
Additive is adds the community to the already existing communities
