I read this as Dial-Backup, which is also configured to bring up a call when 
a fixed circuit has reached a certain traffic level (BOD).

The same command set is used for dial-backup and bandwidth-on-demand.

In which case you need to alter the traffic level at which the call is 
placed. (Don't ask the command, it's on the CD.)
