I'm not positive of what you are looking for; but it sounds like you're looking for HSRP. With HSRP the STANDBY router will takeover incase the ACTIVE router fails. You can also set them up so that the standby router takes over incase the serial interfaces on the active router fails. (see STANDBY .... TRACKING .... command options) Failover takes about three seconds. If you use the a fast converging routing protocol it'll be ALMOST transparent to the end users.
