32 Megs RAM is it for the 4500's.  Gotta buy the 4700M to run 64.  I'm sure
Cisco still sells the 4700M logic board.  I've sent in numerous 4500 &
4700's for repair lately.  I believe the shared 16 Megs is just a buffer for
the NP's (modules), dealing more with Searialization than say a route table
database.  64 Megs for Full BGP Routes, that's gotta be approaching the
minimum...
