Uhm, you're way off from what I've read.  Here is the story from what I
gather:

ethernet
-----------------
 |             |
e0             PC(NT)
2511
line1 (tcp2001)
 |
console
2501

PC telnets to 2511 port 2001.  There are no commands that can be sent to the
2511 in this session.  Everything is sent directly to the 2501 console.
Exit/logout/quit just goes to the 2501, including CTRL+^.  The solution is
to just disconnect the telnet session from the client PC, but I guess the
old Windows telnet doesn't have a disconnect option (just close).  He is not
telnetting to the 2511 and then telnetting to localhost 2001 to get to the
2501.

There is no unix box (someone was just guessing that when he said
"workstation").

My solution would be to install Teraterm and force it's use with by just
creating a simple telnet.bat batch file and drop it in my c:\windows or
c:\winnt directory with:
@c:\progra~1\ttermpro\ttssh.exe
