It depends on yoour clients need and budget.  you can do Cisco IOS based VPN
if they have an existing router and use secure remote client to access the
network.  That is probably going to be your least expensive route.  You can
also go with a concentrator like vpn 3000 it is strictly for VPNs and is
easier to configure.  It just depends on the customers need and budget.
