Bay/Nortel has some excellent freeware for this. 
It is called BNFS95  &  can be found on their web site.  It does not
seem to work on Toshiba laptops, but I have had great success with it
otherwise.

I've heard of devices that attach to your laptop that will format the
PCMCIA
cards and load images on them.  Someone stated that Comp USA had this
device
but I'm not sure.  If you find something let the forum know. I would be
interested in knowing.

Look in the NANOG archives. Seems like I remember a similar discussion

on there a few months back. If I recall correctly someone had something
