You migh be referring to Address Resolution Protocol (ARP) this is when the 
host knows the L3 address (IP) but does not know the L2 address (MAC).  PC 
will broadcast this ARP, all the host in that segment will see this ARP 
request but only the host that atches the IP will send out ARP reply.  This 
is not the detailed steps it takes but you should get the idea.
