What IOS is it John.
Is it 12.0(7)T?
If so, there is a similar bug which reports Inconsistant state.
It actually happens the other way round. Boot flash commands don't work and
the config has to be copied over from start to running manually.
Bit of a shot in the dark, but if nothing else crops up it might be worth
upgrading image.
