The latest versions of Redhat and Mandrake do ont use tcpwrappers.  Instead
they rely on the security mechanisms of xinetd.  Look in the /etc directory
for a file and directory that begins with xinetd.  Also, the latest version
of Mandrake does not install telnet by default.  You can install it, but
they assume you will be using the more secure ssh.
