Check your configuration carefully. I had this exact problem once when I was activating a router which has two connections for the same location arriving on two different routers through serial links. By a mistake, I reversed the links. Then, I was able to ping the other side but IGRP was receiving updates from the wrong networks. In your example, you may be receiving an update destined to network 20.1.1.1 on the link that should be at network 10.1.1.1. Check if configurations on IGRP match exactly on both sides of the links.
