In a nutshell here it is:

CISCO1601-CISCO1604's IOS runs from flash.  CISCO1605-R's IOS runs from 
DRAM.

1601 has 2 MB onboard mem plus one SIMM socket (maximum 18 MB)
1605 has 8 MB onboard mem plus one SIMM socket (maximum 24 MB)
