Which queueing methods are you using?  You could use Priority queueing to
make sure that all http/ftp traffic to that specific IP get through no
matter what.  Down side is that if there enough of that to max out your link
then all off traffic falls to the wayside......  Custom queueing would be
the next best option to make sure the other traffic doesn't get totally
sqwished.....
