Based on what I'm seeing, I think there is a problem with the data returning from the telco cloud. Can you loopback the CSU/DSU and see if your RX counter increments? If yes, Then switch the cable from the csu/dsu to the smartjack. Un=loop and test. If it still doesn't work, Loopback the smartjack and see if you can see the loopback remotely.
