I don't think this is the case.  I've only had 4000's & 4500's in my home
lab, but I'm pretty sure you can do 16 FLASH (2 bays).  The "M" models for
sure can do 32 RAM (even the 4000M).  The max IOS for that router
"currently" is 12.1(9) & the Enterprise Plus requires 8F/16R.
