As an addition to, or an alternate to what Michael suggests, I would also
make sure that you re-apply your most recently installed Service Pack.
Chances are, you're working with SP0/SP1 or SP2 mixed version files.

  I've not seen this specific scenario occur yet, but it would go in line
with the fact that you have your "ISP" software installed, which I'm sure
tinkers/replaces a couple of files for their own purposes.

Hope that gets you going....

BTW- you should not have to re-install Win2k.  That is the answer of a Help
Desk Jockey that is admittedly still "wet behind the ears".
