You can use clear ip ospf process if you have 12.0.

You can also just simply eliminate all the OSPF (no router ospf #), and then
put all the OSPF commands back in. For example, you could copy the OSPF
commands into notepad, do "no router ospf #", and then paste the OSPF stuff
back in. That would reload everything without rebooting the router.
