"except for one pc" should be the starting point for your troubleshooting.
Can you ping any local pcs from 129.1.0.25? 
If not, check for physical connectivity (layer one - cabling)
Also see if you can ping the loopback address 127.0.0.1
Check your network settings to verify that you didn't mistype something.
Subnet mask correct?
If you can ping local pcs then can you ping the 172 network?
Can other pcs on the 129.1.0.0 subnet ping the 172 network?
