I have the same problem. I tell you what I did.
I use comand   dir disk0: to see whether there is IOS image.
Then in global config:  boot system flash disk0:nameoftheisoimage
                       write mem
After the               reload
If there is no IOS. You have to do tftp to the slot0 by the command:
                      copy tftp disk0:
It works for me.
