I wonder why anyone only connected to one ISP would want to reserve an AS
number, since they really don't even have their own IP addresses. I would
suggest to you that you tell this customer that they have to get their own
IP addresses to advertise with their AS. Its ok as long as you are the only
ISP, however the only reason to run BGP is to connect to the Internet via
redundant connections and if they have a connection that they are not
telling you about and they start advertising your IP blocks from everywhere
YOU will have major issues and so will they.
You should explain that if they only have one connection and they are using
your IP's there is no need for BGP or another AS. Something smells fishy.
