No. That is not correct.

Access lists control traffic passing through the router. You need
passive-interface and
distribute-list and so forth to control traffic originating from the router
(such as
routing protocol traffic generated by BGP, RIP, EIGRP, etc.).

You would get better help if you described in more detail what problem you
are trying to
solve. (Howard has us all well-trained  ).
