Yes, fast switching permit only per destination load balancing, so trafic
will go only on one T1

To use per packet load sharing, u can use process switching :

Interface X
 no ip route-cache

Or using CEF (CEF can implement the two mechanisms) :

ip cef
!
ip load-sharing per-packet
!
