That's only true with the weird C/S written exams.  While I can't violate
NDA, I can say that the C/S lab is considerably different from the R/S lab,
and it really doesn't have all that much to do with the lower 2 OSI layers
(again, the schism between the C/S writtens and the labs is apparent).

I will say this.  Core technologies remain the same in all the CCIE labs.
For example, you gotta have IP routing down cold to even think about
attempting any of them.   But a CCIE in one track cannot expect to attempt a
lab in another track without considerable study-time and practice.
