You can check out net-snmp, formally called ucd-snmp.  It's a free package
and it definitely runs on NT and W2K, not sure about Win98.

Could some one tell me how can I poll my router interface using SNMP from my
windows 98 work station? In my workplace I use Unix to issue SNMP commands
