This is a notification that all major carriers, like AT&T and MCI are
experiencing a widespread problem with people dialing 800 #'s.  Right now it
is affecting mainly Ohio, Wisconsin, Kentucky, Illinois and the West Coast.
When dialing an 800 # from one of the above mentioned locations, you receive
a fast busy signal.
