The terms "network" and "DTE/DCE" are fairly generic and could mean
different things to different people.  To be precise, FECN and BECN bits are
set in FR packets by the FR switches in response to queue congestion on
indiviudal FR switch ports.

Sometimes I read the _network_ is responsible and in another paper I see
