First, I assume in your line encoding below you really meant to 
say "b8zs", which is an acronym for binary 8 zero substitution, 
or from other texts, bipolar 8 zero substitution.

As far as the problems you are having, I assume that you have 
done an internal loopback of your own router.  I am not talking 
about looping from the router to the smart jack, or from the 
router to the far end of the T-1, but using your own internal 
loopback procedures?  How well did the test patterns come out 
for extended pings?  Specifically, you should have run a 
default pattern of 10-20,000 pings, a pattern with all 1111s, 
and a pattern with all 0000s.  If you have the time, it may e 
useful to perform an alternating 1s and 0s pattern.

Assuming this checked out okay, was the same performed on the 
far end?

Have you posted a copy of a sanitized config for both ends of 
the link?  What type of hardware are you using?  Are you 
working with a Cisco internal CSU/DSU, or an external model?  
What specific encapsulation are you using on this link; PPP or 
HDLC?  If using PPP, do you or the far side have authentication 
set?  

The best single recommendation is to post a sanitized config.  
>From there, obvious problems can be ruled out.
