Chamak,
I interpret that you have the following:
2 1751's with (1)2FXS VIC and (1)2FXO VIC in each of this 1751's.

You say that you can Pick up a standard POTS phone (analogue handset) that
is plugged into port 1 of the first 1751's FXS VIC and dial your dial-plan
to port 2 of same FXS VIC on same router.  You say you can also do the same
thing plugging a standard POTS (analogue phone) line into either port of the
FXO VIC on the same 1751, and dial an outside line.

Connecting the two 1751's up to a hub/switch or even a cross-over cable
between the two 10/100 interfaces and creating dial-peers between the two
routers, and then dialing from FXS port on R1 to R2 FXS port yields invalid
results.

The next step to do is perform all the dial tests for the second router that
you did with the first (calling from port 1 FXS to Port 2 FXS, Port 1 or 2
of FXS to Port 1 or 2 of FXO on same router).

If you get the same exact results as the first router, then verify the same
version of IOS is running on both Routers.

Aside from that, I'd call Cisco TAC.

Creating the Dial-Peers for VoIP are pretty straight forward, and you have
many examples on the Cisco web site to choose from.  The basic dial-peer
config is only 2 lines, 3 at max if you modify the default codec.  This
assumes you are dialing from router A to Router B over the 10/100BT network
interface and the two routers are on the same Hub/Switch and the routers are
on the same subnet for simplicity of testing.
