For case 1, try having an encrypted GRE tunnel between HQ/Office1 and HQ/Office2. Simply run any routing protocol on these 2 tunnel interfaces and the LANs. For case 2, this should work if you make a static route pointing out for building tunnels, and having the default route pointing to your GRE tunnel interface.
