don't know the book you have ( but guessing Doyle? ) one of the two neighbor statements is wrong. your neighbor is the guy on the other end of the link. Just another one of those errors that seem to flood all the study materials.
Whichever one makes sense is probably the right answer. BTW, what the distribute list / access list is attempting to accomplish is to prevent the 172.16.5.0/24 route from being advertised, while at the same time permitting all other routes to be advertised. Is that what the author is attempting to demonstrate?
