I have been looking for what is probably a one line command for about 2 days
now.

In the lab I am working on you are to do Voice over IP over ATM SVC's.  They
want it so if no one is talking it still sends empty voice packets.  Right
now if no one is talking you can hear it go dead silent until someone speeks
again.  How do you get the empty voice packets to be transmitted so the line
is constantly active even if no one is talking?

I have looked in the Caslow book, searched the Cisco documentation CD, and
I'm just having no luck.  Any help would be great.
