Actually the answer varies depending on the intent - if you just want the password encrypted in the config, then service password-encryption is correct. If the intent is to encrypt a telnet password while you are using it, then the answer is you really can't, as telnet is plain-text. You can use SSH or you can connect to the router with a vpn client. Either way there are good sample configs on CCO.
