William,

If the PC is on a local LAN segment with a Cisco
router, you could policy-route the traffic. Any
traffic going out port 80, and other web ports use the
broadband for their next-hop, and if it's email
another next-hop.

On Cisco.com, search for policy-routing and route-maps
and you should get some ideas.
