Is the laptop connected to the console port or the ethernet interface? TFTP won't work over a console connection.
If you're using the ethernet port there are still a few things that can go wrong. Are your laptop and router directly connected? If so, are you using a crossover cable? Can your router ping the laptop and vice-versa? If your cabling and IP addressing are correct and you have your tftp server software running, all should be well. Are you using Cisco's tftp server software on your laptop? If so, do you have the tftp directory set to the correct location? Without more details it's hard to help. If these suggestions don't work, post more details and I'll try to help you out.
